Regular City Council Meeting <br /> Monday, December 03, 2012 <br /> Page 13 <br /> Councilmember McGehee expressed her agreement with the speakers; opining <br /> that she was embarrassed, and reminding taxpayers that she had been in the mi- <br /> nority on most of the votes. Personally as a Roseville resident, Councilmember <br /> McGehee advised that she didn't agree with the direction being taken by the <br /> City Council majority. Councilmember McGehee stated that she was in support <br /> of the CIP where funds were being set aside for essential services. In terms of <br /> the large park bond, while opining that park land is essential, Councilmember <br /> McGehee opined that she didn't think the City needed to embark on that pro- <br /> gram at this time. Regarding the fire station, and earlier decisions not to main- <br /> tain or repair existing buildings, all things brought up by her in the past, Coun- <br /> cilmember McGehee stated that she was happy to have a new fire station, even <br /> if she thought it was bigger and housing more equipment than necessary and <br /> should have had a more thorough examination. However, Councilmember <br /> McGhee noted that she had also been a minority during that decision-making. <br /> Regarding areas to cut in the budget, as previously discussed at the City Council <br /> level, Councilmember McGehee opined that she didn't see any things to cut <br /> other than in the HRA budget and the proposed new program in the amount of <br /> $200,000 to purchase land and experiment with redevelopment. Councilmem- <br /> ber McGehee opined that, even though a really exciting project for the City if it <br /> worked and possibly providing some new housing stock for the City, there was <br /> no reason to pursue it at this time. <br /> Councilmember McGehee opined that the most important act needed by the <br /> City Council was to substantially improve the City's tax base; and further <br /> opined that she saw this as a huge failing of the body. Councilmember McGe- <br /> hee opined that bringing in Wal-Mart had not achieved that and would prove to <br /> cost a tremendous amount of money over what it brought in, and was not a plus <br /> financially for the community. Councilmember McGehee admitted that the City <br /> had a long way to go and had not been judicious to-date in substantially increas- <br /> ing its tax base. However, Councilmember McGehee reiterated that she was in <br /> the minority and had expressed her concerns in the past. Councilmember <br /> McGehee opined that the bulk of the budget represented things and debts in- <br /> curred by the Council majority; and she was at a loss as to how much the cur- <br /> rent City Council could actually improve the situation in which it found itself. <br /> Councilmember McGehee expressed her hope that revisions could be made in <br /> the future to increase the City's tax base. <br /> 12. Business Items (Action Items) <br /> a. Adopt a Resolution Establishing the 2013 Final Tax Levy <br /> Mayor Roe initiated discussion on the three (3) budget actions before the City <br /> Council to determine those attainable tonight and those for deferral to the De- <br /> cember 10, 2012 business meeting. <br />
