Regular City Council Meeting <br /> Monday, December 03, 2012 <br /> Page 17 <br /> Roll Call (Willmus Motion) <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> Johnson moved, McGehee seconded, a technical clarification and adjustment of <br /> the 2013 budget and levy to reflect $20,000 for the HRIS, with the remaining <br /> $20,000 coming from reserves. <br /> Roll Call <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> Johnson moved, McGehee seconded, adoption of Resolution No. 11028, "Reso- <br /> lution Submitting the Final Property Tax Levy on Real Estate to the Ramsey <br /> County Auditor for the Fiscal Year of 2013;" in the total amount of <br /> $17,269,826. <br /> Councilmember Pust spoke in support of the motion; recognizing her past posi- <br /> tion and votes accordingly related to the bonding without a referendum, but ad- <br /> vising that it had now become an official debt of the City and she would not op- <br /> pose this motion based on that conclusion. <br /> Councilmember McGehee concurred with Councilmember Pust. <br /> Mayor Roe spoke in support of adopting the levy as currently laid out. Specific <br /> to CIP funding needs, Mayor Roe opined that the bonding falls in line with that, <br /> and clarified that the bond funding included $2 million for pathways over the <br /> next four (4) years, as supported by the community and without funding other- <br /> wise. In additional, Mayor Roe opined that over the last few years, in addition <br /> to the CIP, this City Council had made significant cuts in operating costs and <br /> this proposed budget and levy continued to retain that status quo. Based on <br /> property tax statements from Ramsey County, Mayor Roe noted that the aver- <br /> age taxpayer would indeed see an increase with the median payers would see a <br /> $1.98 per month increase on their bill. Mayor Roe noted that, due to property <br /> values changing, impacts would be smaller than the actual dollar amount levied. <br /> Councilmember Johnson concurred with the comments of Mayor Roe; and em- <br /> phasized the CIP put in place over the last two (2) years. Councilmember John- <br /> son noted repeated cautions during his first two (2) years in office by Finance <br /> Director Miller that the way the City was doing business and funding operations <br /> was not sustainable. Through working cooperatively on strategies, Coun- <br /> cilmember Johnson opined that many things had been accomplished with this <br /> budget and the bonding that would take care of infrastructure issues not taken <br /> care of in the past, including addressing the condition and status of the existing <br /> three (3) fire stations and the City's thirty (30) parks. Councilmember Johnson <br />
