Mr. Schwartz noted the current <br />327 <br />80% overall condition network versus how it diminished at the end of twenty (20) <br />328 <br />years for the overall PCI. Mr. Schwartz noted that a significant part of this <br />329 <br />diminished fund availability was due to reduced interest rates and return on <br />330 <br />investment for the PMP at approximately a 3% return ersus previous returns of <br />331 <br />between 5 -7°/ Mr. Schwartz noted that other impact re inflation related, as <br />332 <br />well as increased cost of materials while interest rates c inued to decline. <br />333 <br />Page 8 of 11 <br />
