Collection and Land Disposal <br />Ramsey County Collection and Land Disposal Policies <br />1. Ramsey County will use responsible waste management principles, and careful risk analysis, <br />when arranging for land disposal of waste. Public entities in Ramsey County are expected to do <br />the same. <br />2. Old dumps and landfills pose a variety of potential public health, safety and property risks. To <br />mitigate these risks, Ramsey County will invest resources to inventory, monitor and, when <br />necessary, take action. <br />Ramsey County Collection and Land Disposal Strategies <br />1. Ramsey County will work with the SWMCB to explore the expansion of regional hauler licensing <br />to include non -MSW, recycling and organics haulers. This includes efforts to work <br />collaboratively to develop a standard non - residential recycling data collection and reporting <br />program. <br />2. Ramsey County will work with other entities to promote proper, convenient, financially <br />accessible management of bulky materials, in order to reduce illegal dumping and burning and <br />to improve neighborhoods by reducing nuisance situations. With regard to bulky waste, Ramsey <br />County: <br />a. Supports a product stewardship approach in which some bulky items are best managed <br />through shared responsibility by manufacturers, distributors, retailers, and consumers; <br />b. Encourages Resource Recovery Technologies (RRT) to continue the processing of bulky <br />waste items that can be processed by equipment at the Newport Resource Recovery <br />Facility; <br />c. Expects that municipalities that provide clean -up events or separate waste collection <br />programs for residents assure that bulky waste items are separated and managed <br />appropriately and in accordance with the hierarchy; <br />d. Will work with municipalities regarding optimum methods for collection and proper <br />disposal of major appliances, electronics, tires, and other bulky waste items; and <br />e. Will work with the mattress industry, including manufacturers, wholesalers and <br />retailers, to foster implementation of a mattress recycling program. <br />f. Will work with the MPCA, generators, retailers and recyclers of carpet to foster more <br />recycling of carpet recycling program, while continuing to support a product - <br />stewardship approach for carpet. <br />3. Ramsey County will work with the SWMCB to develop a model ordinance for municipalities to <br />allow the bi- weekly collection of non - putrescible wastes in the event a municipality adds a <br />weekly residential organics collection program. <br />4. Ramsey County will maintain its inventory of old dumps and periodically review the status of <br />those sites.
