Communication and Technical Assistance <br />Ramsey County Communication and Technical Assistance Policies <br />1. Ramsey County will use communication and outreach as a key strategy to reach solid and <br />hazardous waste goals. <br />2. Ramsey County will deliver robust outreach, promotion and education campaigns that motivate <br />behavior change by individuals. <br />3. Ramsey County will strengthen partnerships with municipalities, community groups, ethnic <br />organizations, the waste and recycling industry, and others to promote management of solid <br />waste in accordance with this plan. <br />4. Ramsey County's waste - management campaigns will recognize the value of community <br />expertise in the development and dissemination of campaign messages, and will use a wide <br />variety of communication tools including traditional methods and emerging technologies. <br />Ramsey County Communication and Technical Assistance Strategies <br />1. Ramsey County will use interactive communication strategies, such as social media, that go <br />beyond traditional methods of outreach, engaging community partners as active contributors in <br />the process of increasing broad understanding of a socially desirable, environmentally sound <br />and cost - effective solid -waste management system. <br />2. Ramsey County, working with targeted populations within the County, will develop and deliver <br />culturally specific and appropriate marketing and education on waste management for both <br />residential and non - residential generators. The "targeted" community will vary based on the <br />topical area, changing community needs, and the extent to which the messages are aimed at <br />specific ethnic groups. <br />3. The County will use appropriate expertise to bridge cultural and language communication needs <br />related to understanding and accessing the waste management system. <br />4. Ramsey County will increase awareness of and commitment to environmentally sustainable <br />practices in the workplace on the part of County employees. Strategies may include web -based <br />campaigns, on -line tutorials, and /or in- person trainings, among others. <br />5. Ramsey County will work with public entities to share innovative public information messages <br />and technical assistance to further waste management goals. <br />6. Municipalities are responsible for providing information specific to their programs to their <br />residents. As a condition of receiving SCORE funds, municipalities must use elements of the <br />County outreach, education and promotional program materials. Ramsey County will work <br />jointly with municipalities in the development of messages and tools, including consistent <br />promotion of the regional RethinkRecycling.com website, the Ramsey County 633 -EASY <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 110 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
