Organics (including Yard Waste) <br />Ramsey County Organics Policies <br />1. Ramsey County will work with local partners and consultants to divert organic materials from <br />the residential and non - residential waste streams using a variety of organics management <br />methods. <br />2. Ramsey County will use the EPA's food waste management hierarchy as guidance in making <br />policy decisions about organic waste. <br />3. Separate management of organic waste is becoming a necessary component of waste <br />management in Ramsey County. Ramsey County expects residents, businesses and institutions <br />to make progress during the term of this plan to incorporate the separate management of <br />organic waste, and recognizes that it is the responsibility of everyone in Ramsey County to meet <br />that objective. <br />4. Ramsey County will lead by example, assuring that County property generating organic waste is <br />designed and built for organics management, and that County organics management operations <br />implement best - management practices. <br />5. Ramsey County will encourage the development of a market - driven approach to organic waste <br />management, with strong participation by the private sector, and will consider regulatory <br />approaches, to be determined based on up -to -date research as well as political and economic <br />climate, if the market approach fails to meet objectives. <br />6. Ramsey County will work with municipalities, school districts, institutions, and other non- <br />residential generators to assure that organics management opportunities are maximized. <br />7. Ramsey County will use its resources in a strategic manner to assure that residents and non- <br />residents optimize organic waste - management opportunities, using outreach and education, <br />planning and evaluation, regulation, financial incentives, technical assistance and consultation <br />as necessary to accomplish organic waste - management objectives. <br />8. Ramsey County supports organic -waste collection options that allow for the bi- weekly collection <br />of non - putrescible wastes. <br />9. Ramsey County supports reduction of soft - bodied yard waste through on -site management and <br />reduction of tree and shrub waste through proper urban forestry practices. <br />10. Ramsey County will operate a system of yard -waste sites that are convenient, provided at no <br />charge to site users, and only for residents of Ramsey County.
