Appendix IV: Definitions <br />Banned Materials <br />Wastes that are statutorily banned from disposal with MSW — yard waste, <br />e- waste, HHW, appliances, tires, used motor oil, etc. <br />Bulky Waste <br />A subset of MSW; Household items and other discarded materials that, <br />due to their dimension and weight, are typically not collected as part of <br />the regular trash and recycling or for which there is a separate fee, such as <br />furniture, carpeting and mattress. Excludes major appliances and e- waste. <br />Collection <br />The aggregation of waste from the place at which it is generated and <br />includes all activities up to the time the waste is delivered to a waste <br />facility. (Minn. Stat. §115A.03, Subd. 5) <br />C & D Waste <br />Term referring to construction waste and demolition debris. <br />Commercial <br />As in "commercial waste' or "commercial recycling." Refers to <br />non - residential sources, including businesses, government facilities or <br />operations, institutions, schools, non - profit organizations, community <br />activities, etc. Interchangeable with "non- residential." <br />Commingled Recycling <br />Placing two or more source - separated recyclable materials in the same <br />container for recycling <br />Composting <br />The controlled microbial degradation of organic waste to yield a <br />humus -like product. (Minn. Rules §7035.0300) <br />Construction Debris <br />Waste building materials, packaging, and rubble resulting from <br />construction, remodeling, repair, and demolition of buildings and roads. <br />(Minn. Stat. § 115A.03, Subd. 7) <br />Curbside Collection <br />Collection of waste (garbage, recyclables, yard waste, etc.) from residences <br />at the point of generation <br />Demolition Debris <br />Solid waste resulting from the demolition of buildings, roads, and other <br />man -made structures, including concrete, brick, bituminous concrete, <br />untreated wood, masonry, glass, trees and tree trimmings, rock, plastic <br />building parts, and other inert waste materials, but not including asbestos <br />wastes. <br />Designation <br />See Waste Flow Designation. <br />Disposal <br />The discharge, deposit, injection, dumping, spilling, leaking, or placing of <br />any waste into or on any land or water so that the waste or any other <br />constituent thereof may enter the environment or be emitted into the air, <br />or discharged into any waters, including ground waters. (Minn. Stat. <br />115A.03, Subd. 9) <br />Electronic Waste (or "e- <br />E -waste or electronic waste includes the following items: <br />waste ") <br />• Cathode -ray tube or CRT - "Cathode -ray tube" or "CRT' means a <br />vacuum tube or picture tube used to convert an electronic signal into a <br />visual image. <br />• Computer - "Computer" means an electronic, magnetic, optical, <br />electrochemical, or other high -speed data processing device <br />performing logical, arithmetic, or storage functions, but does not <br />include an automated typewriter or typesetter, a portable handheld <br />calculator or device, or other similar device. <br />• Computer monitor - "Computer monitor" means an electronic device <br />that is a cathode -ray tube or flat panel display primarily intended to <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 156 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
