RETH INK Op <br />RECYCLING® <br />About the Regional Master Plan <br />Master Plan Framework <br />The framework for the regional strategies found in this Regional Master Plan is built <br />around a regional vision, key themes, a solid waste management hierarchy and <br />policies that are outlined in the Policy Plan. For background purposes, the following <br />is a brief overview of the key tenets of the Policy Plan: <br />A. Vision <br />The Policy Plan is designed to assist all stakeholders in reaching the State's <br />objectives for solid waste management. In all of its related efforts, SWMCB will <br />follow the Policy Plan's vision for sustainability: <br />A sustainable community minimizes waste, prevents pollution, promotes <br />efficiency, reduces greenhouse gas emissions, saves energy and deve lops <br />resources to revitalize local economies. The integrated waste management <br />system is an essential component of the infrastructure of a sustainable <br />community. Solid waste must be managed by technologies and methods <br />that support sustainable communities and environments. The solid waste <br />management hierarchy, with its associated objectives of protecting the <br />State's air, land, water, and other natural resources and the public health, <br />is central to attaining the twin objectives of sustainability and solid waste <br />management, because it emphasizes source reduction and reuse over land <br />disposal (2010 Metropolitan Solid Waste Policy Plan page 6). <br />B. Key Themes <br />The following key themes underlie all solid waste management recommendations <br />within the Policy Plan and are also incorporated into the vision of this Regional <br />Master Plan (2010 Metropolitan Solid Waste Policy Plan pages 6 -7): <br />- Accountability <br />- Waste as a resource <br />- Solid waste management hierarchy <br />- Generator responsibility <br />- Government as a leader <br />- Product stewardship <br />- Private sector initiative <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 11 <br />
