RETH INK Op <br />RECYCLING® <br />The costs of waste disposal should be borne by current waste generators and <br />not deferred to future generations; <br />Manufacturers, retailers and consumers should assume greater responsibility <br />for the cost of collecting, transporting, and managing products at the end of <br />their useful lives; <br />The roles and responsibilities of local governments in achieving the Region's <br />solid waste management objectives are impacted not only by short and long- <br />term financial implications, but also by state laws and a regional commitment <br />to environmental protection; and <br />- A larger state funding role is needed to reach all solid waste management <br />objectives in the Policy Plan. <br />C. Regional Strategies <br />The SWMCB will: <br />1. Research other cost and finance mechanisms, including a regional financing <br />model, and specifically identify how those mechanisms could improve solid <br />waste management, if Policy Plan objectives are not met. <br />In partnership with the MPCA, the SWMCB will: <br />2. Identify and secure the revenue sources that provide adequate and long- <br />term funding for the Region; and <br />3.
