RETHINKPO <br />RECYCLING. <br />- Individually interviewed a majority of SWMCB commissioners to garner <br />their ideas regarding the form and function of SWMCB in the present and <br />how to best prepare the organization for the future. <br />The SWMCB asserts that solid waste management success in the Region should be <br />judged on whether the solid waste objectives outlined in the Policy Plan are <br />achieved. Effective regional governance is therefore a necessary—but not <br />sufficient — condition of a successfully managed region.tThe SWMCB believes that <br />there are solid waste management improvements that can be achieved under the <br />current governance model. Therefore it is important that the State and Region first <br />focus on functional improvements (i.e. increased organics recovery and recycling). <br />Finally, as has been the case for two decades, the counties are able to adjust the <br />SWMCB IPA to address changes in form if such changes are ultimately deemed <br />necessary to enhance solid waste management effectiveness. <br />B. Regional Governance Principles <br />As indicated in the previous section, the SWMCB will continually assess whether the <br />IPA enables the counties to effectively carry out their waste management <br />responsibilities by referencing the following governance principles: <br />Efficiency and Effectiveness: Counties are required by state law to engage in <br />waste management, and will work jointly through the SWMCB to carry out <br />activities that increase the efficiency and effectiveness of county efforts; <br />Accountability: Counties are accountable to the MPCA through their individual <br />solid waste master plans, and the counties shall then hold one another <br />accountable through the SWMCB IPA. The counties, through their individual <br />plans and through the SWMCB, will identify the specific methods to hold <br />others in the Region accountable. The Performance Measurement chapter of <br />this Regional Master Plan discusses how SWMCB will continually review and <br />critically evaluate performance; <br />- Support of the Solid Waste Management Hierarchy: The Region's governance <br />will be structured so as to implement and support initiatives that move <br />management of waste up the solid waste management hierarchy; <br />- Support of the Private Sector: The Region's governance structure will <br />advance the State's solid waste management objectives through efforts that <br />recognize the Region's market -based approach to solid waste management; <br />and <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 26 <br />
