RETH INK P� <br />RECYCLING. <br />B. Regional Strategies <br />The SWMCB will: <br />1. Share research, information, public policy tools and tactics regarding <br />organics recovery; <br />2. Develop model ordinances to encourage a consistent regulatory approach for <br />organics recovery, as needed; <br />3. Host discussions with the private sector on the development of organics <br />recovery strategies and technologies; <br />4. Establish regional data reporting methods to guide organics recovery after <br />identification by the MPCA of the appropriate entity for data development and <br />collection; <br />5. Consider the development of programs targeted at the non - residential sector <br />to increase organics recovery; <br />6. Analyze joint collection of yard waste and organics recovery from residential <br />generators; and <br />7. Identify a range of financial and regulatory organics recovery tools available <br />to counties, and hold discussions to identify opportunities for regional <br />consistency. <br />In partnership with the MPCA, the SWMCB will: <br />8. Support state -led policy efforts to increase non - residential organics collection <br />and management as appropriate infrastructure develops, if policy plan <br />objectives for organics recovery are not met using currently available policy <br />tools; <br />9. Review the Policy Plan objectives following the receipt of improved data; <br />1O.Support legislation requiring appropriate handlers of organic wastes to report <br />organics recovery rates to the State; and <br />11.Work to include yard waste in performance measures for regional organics <br />diversion. <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 40 <br />
