Regional Strategies <br />Non -MSW Management <br />A. Introduction <br />RETH INK Op <br />RECYCLING® <br />Non - municipal solid waste (MSW) generally consists of three major components: <br />construction, demolition and industrial waste. The Region is served by nine landfills <br />that accept these waste streams. At present, these landfills have approximately 25 <br />million cubic yards of remaining capacity. <br />The Region has invested significant resources in characterizing and researching <br />non -MSW management so that more accurate data can be incorporated into <br />SWMCB policy and program developments. This Master Plan therefore continues to <br />recognize the need to further improve data regarding non -MSW management. <br />In addition to gathering improved data, the Metropolitan Solid Waste Management <br />Policy Plan recognizes the need for new or expanded non -MSW market <br />development, specifically targeting clean and mixed biomass, tear -off asphalt <br />shingles and wallboard. For example, some SWMCB member counties have already <br />seen significant savings from the recycling of shingles into asphalt paving projects, <br />and the Region and state stand to benefit from both a budgetary and environmental <br />perspective if shingle recycling can become more pervasive. <br />The Regional Master Plan's non -MSW strategies focus on increasing the reduction, <br />reuse, recycling and processing of non -MSW through means that are consistent <br />with the solid waste management hierarchy. <br />B. Regional Strategies <br />The SWMCB will: <br />1. Strongly encourage all member counties to include alternative bid pricing <br />requirements whenever hot mix asphalt or asphalt paving services are <br />purchased so as to increase shingle recycling; <br />2. Develop model language for county projects requiring that construction and <br />demolition waste be reused and recycled to the greatest extent possible; and <br />3. Develop and promote initiatives that enhance non -MSW recycling and <br />management in the Region, including assisting counties in evaluating the <br />incorporation of the MPCA's pre - demolition inspection rule into local <br />ordinances. <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 45 <br />
