Attachment A -1 <br />Primer on Definitions <br />One of the key barriers to professional discussion and dialogue about the nature of the <br />problem and alternative solutions to increasing recovery from municipal residential <br />recycling programs is a lack of standardized definitions. The following set of terms is <br />proposed to the City and Ramsey County as a basis for such discussion. <br />"Non - Targeted Materials" - Materials that are defined by the municipality as <br />not acceptable but yet are still included by residents in their curbside bins. <br />Thus, this is a city - specific definition as determined by contract and /or public <br />education tools communicating acceptable recyclables and non - acceptable <br />materials. For the City's definition, see the Roseville web page <br />http://www.ci.roseville.nm.us/info/recycle/sort.htm under "Don't include these <br />items" <br />The Project Team also uses the term "Rejects as collected" for purposes of the <br />Roseville composition analysis (R.W. Beck, Citv of Roseville Recvclable <br />Materials Sorts — Draft Data Analvsis: Attachment A - Composition Analvsis <br />Categories. March 23, 2005). The following sub categories were used as <br />"Non- Targeted Materials" as collected and sorted for the City's composition <br />analysis: <br />• Beer, Pop & Water Boxes <br />• Other Paper Trash <br />• Plastic Bags and Other Film Plastic <br />• Other Trash <br />The City and R.W. Beck also used the term "contaminants" in their recent draft <br />reports to refer to non - targeted materials. <br />"Processing Residuals" - Materials that are disposed as mixed solid waste as <br />an unwanted by- product after processing of recyclables at materials recovery <br />facilities (MRFs). For example, paper trash items that are not acceptable by <br />the MRF operator or contaminated to the point of rendering the items as not <br />marketable. <br />"Contaminants in marketed product" - Outthrows and prohibitives as <br />defined for specific commodities and grades by each end market (i.e., mills or <br />other manufacturing plants that utilized processed recyclable materials). For <br />example, glass is a prohibited contaminant in most end market specifications <br />for newspaper bales from recovered paper suppliers. <br />The Institute for Scrap Recycling Industries (ISRI) defines a set of <br />standardized specifications that many buyers and sellers in the metals, glass, <br />paper, and plastics recycling industries use as a basis for more customized <br />B1605 <br />
