Standing subcommittee suggestions (Roe): <br />1/7/13 <br />Existing: <br />1. City Manager Performance Evaluation <br />a. Responsibilities: <br />i. Develop, evaluate, and update the evaluation process and make <br />recommendations to the council <br />ii. Develop, evaluate, and update the evaluation content/format and make <br />recommendations to the council <br />iii. Work with City Manager to update City Manager Goals after each <br />performance review <br />iv. Consider other matters related to the employment and supervision of <br />the City Manager by the council, and make recommendations to the <br />council, when requested by the council <br />2. CIP (Capital Improvement Plan/Program) <br />a. Responsibilities: <br />i. Review CIP plans <br />ii. Review CIP funding <br />iii. Recommend measures to the council to address funding gaps <br />Suggested: <br />1. Retain City Manager Performance Evaluation subcommittee <br />2. Rename CIP Subcommittee as Finance & Budget Subcommittee <br />a. Responsibilities: <br />i. Review CIP plan updates with staff before submittal to the council <br />ii. Monitor funding of CIP and suggest changes <br />iii. Participate in annual audit process as appropriate <br />iv. Review quarterly financial updates with staff before submittal to the <br />council <br />v. Review budget & financial documentation and processes and <br />recommend changes to the council <br />vi. Consider and make recommendations on proposed changes to budget <br />& financial documentation and process when requested by the council <br />vii. Review city manager recommended budget with staff before submittal <br />to the council <br />viii. Review fee schedule and utility fees with staff before submittal to the <br />council <br />ix. Review financial policies and suggest improvements to the council for <br />consideration <br />x. Consider and make recommendations on proposed changes to financial <br />policies when requested by the council <br />
