City of Roseville Emergency Operations Plan and Terrorism Annex <br />Purpose <br />The purpose of this plan is to define the actions to be taken by the City of Roseville, private and <br />volunteer organizations, the role of state and federal agencies with the local area, and the <br />coordination required among them in order to respond effectively to any type of emergency or <br />disaster situation that affects citizens and property of the City of Roseville. <br />Scope <br />This plan is the designated City of Roseville Emergency Plan, coordinated with and supported by <br />the Ramsey County Emergency Operations and Mitigation Plans. The authority for this plan is <br />established by Public Law 920, 21st Congress, Minnesota Statute Chapter 12, and Roseville <br />Ordinance No. 231. <br />The mission of this plan is to establish and maintain an emergency operational capability to save <br />lives, prevent further injury, provide for continuity of government and to mobilize resources to <br />recover from any emergency. <br />This Emergency Operations Plan (EOP) addresses emergency actions as they apply to the City of <br />Roseville. It provides for mitigation, preparedness, response, and recovery operations. The <br />basic plan has a broad frameworlc and describes the approach to emergency management, <br />planning, and operations. <br />This EOP is a flexible document. It is recognized that changes from the contents of this plan <br />can, and will, occur due to the unique nature of emergencies. This deviation, using initiative and <br />common sense, is both authorized and encouraged to adapt to the specific emergency and to <br />ensure public safety. <br />Each organization and agency which has a role in this plan or its elements will develop Standard <br />Operating Procedures (SOP) which provide systematic instructions for accomplishing assigned <br />functions. <br />Situation and Assumptions <br />A. Situation <br />L The City of Roseville is a suburban community with a population of 34,000 and a <br />total area of 13.8 square miles. The City of Roseville is located in the northern <br />Minneapolis/St. Paul metropolitan area. <br />2. The City of Roseville is located on two major highway arterials (I-35W and State <br />Highway 36). The City borders both Minneapolis and St. Paul. <br />3. The City of Roseville has 15,091 households. <br />4. The City of Roseville has 2,200 businesses and industries that employ mare than <br />40,000 people. Rosedale Shopping Mall has a total area of 1.2 million square <br />feet. <br />2 <br />
