City of Roseville Emergency Operations Plan and Terrorism Annex <br />4. Advise Incident Commander of any additional resources available or needed to mitigate <br />the incident. <br />5. Conduct post-incident reviews of published operational procedures, training, and <br />equipment. <br />6. Represent the area fire departments' hazardous materials teams on the Local Emergency <br />Planning Committee (LEPC). <br />7. Deploy hazmat response vehicle to scene. <br />8. Deploy mass decontamination technical unit to scene. <br />Law Enforcement <br />1. If first on scene, act as the lead agency. <br />2. Assign a senior officer to the ICP as well as the EOC (if it is activated). <br />3. Provide regularly-updated information to the EOC and the City of Roseville executive <br />offices. <br />4. Conduct investigations per respective SOP, local ordinance, and state law. <br />5. Provide security at scene, operational areas, and critical facilities, including the national <br />pharmaceutical stockpile. <br />6. Control traffic in and around the affected area. <br />7. Provide perimeter and traffic control at the site. <br />8. Control media access. <br />9. If requested by the Incident Commander, conduct an evacuation of the affected area only <br />when properly outfitted with PPE. <br />10. Coordinate other assisting law enforcement resources. <br />Emergency Medical Services <br />l. Assign the EMS Director to the ICP. Assign triage, treatment, and transport and tracl�ing <br />functions as appropriate. Support a decontamination area for contaminated casualties. <br />Dispatch appropriate representation to the EOC (if it is activated). <br />2. Initiate triage after decontamination is complete. <br />3. Assist other agencies in establishing decontamination and patient treatment areas in a safe <br />location. <br />4. Ensure appropriate and effective victim and responder decontamination prior to transport <br />to medical facility. <br />5. Deploy a mass casualty unit to scene. <br />6. Integrate all supporting EMS agencies into the medical operations on the scene. <br />Emergency Management Agency <br />1. Fulfill other obligations as imposed by the State Emergency Response Commission. <br />2. Request input and assistance from City of Roseville departments and agencies in revising <br />the annual hazardous materials annex to the EOP. <br />3. Advise responding agencies as to local, state, and federal resources available to assist in <br />mitigating the incident. <br />4. Activate the Emergency Broadcast System only at the direction of an Emergency <br />Management Director to provide information concerning the incident to the general <br />public. <br />15 <br />
