EXISTING CONDITIONS <br />General Comments <br />On September 27, 1993, the City Council approved a minor subdivision for the platted lot just to <br />the north of 3040 Hamline Avenue, this approval created two lots to the north of the home on <br />3040 Hamline Avenue. These lots do not have public water and sanitary sewer available to <br />provide service to the lots. <br />The property owner, Thomas Willmus, has submitted a petition to the City Council requesting <br />that the city install public water and sanitary sewer to serve these two lots. <br />Special Considerations <br />A. Street <br />Hamline Avenue is a Ramsey County Road with a rural cross section that is 44 feet wide. <br />The road has two lanes of traffic with paved shoulders. The traffic volume on this <br />segment of road is 4250 ADT (2009). <br />The storm water runs off into the boulevard and is collected by ditches, storm sewer <br />structures, and pipe for drainage. The runoff drains to Lake Josephine. <br />B. Utilities <br />The property at 3040 Hamline currently is connected to the City's sanitary sewer and <br />watermain. <br />The sanitary sewer is a 4 inch forcemain connected to the Metropolitan Council's 1-RV- <br />432 sewer interceptor manhole located along the east boulevard of Hamline Avenue. <br />This manhole is approximately 20 feet deep. The sewer main is 21 inch reinforced <br />concrete pipe, installed in 1959. <br />The water service is a 1 inch copper service connected to the watermain on the west <br />side of Hamline Avenue. The watermain is 12 inch cast iron pipe that was installed in <br />1964. <br />A summary of the existing private utilities: <br />• Xcel Gas: The gas main along Hamline Avenue is on the west side of the street. <br />• Xcel Power: The power poles are located on the west side of Hamline Avenue. <br />• Comcast: Has both underground and overhead lines in this corridor. <br />• Qwest: Has both underground and overhead lines in this corridor. <br />C. Driveways <br />The property has a 15 foot wide concrete driveway with concrete curb and gutter <br />connected to Hamline Avenue. <br />D.
