Department Approval
.
Item Description:

„,, 1
REQUEST FOR COUNCIL ACTION
Revise the 20l 3 Fee Schedule by Ordinance
Date: 1/28/13
Item No.: 9.a
City Manager Approval
,..
BACKGROUND
Each year the City Council is asked to adopt a Fee Schedule which establishes the fees and charges for
service for the City's regulatory functions. The Council adopted the 2013 Fee Schedule back on November
19, 2012. This Schedule included an amount for pawn shop transaction fees related to the City's
participation in the City of Minneapolis' Automated Pawn Shop (APS) tracking system.
The Police Department was recently informed that the City of Minneapolis is raising the fee charged to
customers of their APS system by $0.30 cents per transaction, effective February 1, 2013. It is
recommended that the City increase its transaction fee charged to local pawn shops by a commensurate
amount to recoup our costs. This would increase Roseville's pawn shop fee from $2.60 per transaction to
$2.90.
POLICY OBJECTIVE
Adopting an annual fee schedule is consistent with governmental best practices and ensures that the City's
regulatory functions are properly funded.
FINANCIAL IMPACTS
Based on the recommended fee adjustments, it is projected that revised fees will generate revenues
sufficient to cover the City's regulatory costs.
STAFF RECOMMENDATION
Staff recommends that the City Council adopt the revised 2013 Fee Schedule as attached.
REQUESTED COUNCIL ACTION
Approve the attached Ordinance adopting the evised 2013 Fee Schedule, which shall go into effect upon
publication.
Prepared by: Chris Miller, Finance Director
Attachments: A: Ordinance adopting the revised 2013 Fee Schedule
B: Excerpt of the revised 2013 Fee Schedule
C: LcYtcr datcd January 1, 2013 from thc City of Minneapolis
Page 1 of 2
