��� <br />�.- <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Item Description: Receive Best Value Procurement Presentation <br />Date: O1/28/13 <br />Item No.: 10.a <br />City Manager Approval <br />Background <br />In 2008, the refrigeration system at the Arena was replaced with a geothermal system that is part of an <br />overall City Hall Campus Master Plan. Because of the uniqueness of this system, substantial research <br />related to the system and the procurement of a contractor to perform the installation was important and <br />necessary. <br />In August, 2007 the State of Minnesota autharized a new purchasing approach called the Best Value <br />Procurement. The law allows government to accept proposals rather than bids; focusing on a combination <br />of areas including vision, risk, value and price. The law allowed gradual use and required training. After <br />much research the City chose to install a geothermal system using the new `Best Value" procurement <br />approach which was extremely successful for that project. <br />Extensive research led to Arizona State University (ASU) as experts in the area of Best Value with <br />proven methods and statistical results. For the geothermal project, the City contracted with ASU to assist <br />staff through the procurement process for the geothermal contractor. Several staff inembers were trained <br />by ASU. <br />It has been the policy of the City since to use procurement methods that deliver the Best Value for the <br />community. <br />In January of 2011, the City Council authorized the use of the Best Value Business Model using ASU for <br />the implementation of the four year Park and Recreation Renewal Program (PRRP). It is the intent of the <br />City to expand this model in the future. <br />Attached is an informational flyer for a one hour educational session anticipated to begin at 6:30 p.m. on <br />Monday, January 28th, 2013 at your City Council meeting. Dr. Dean Kashiwagi, founder of the program <br />will present and answer questions. <br />While there are numerous individuals who are aware of and/or who have been involved in this program, <br />for many, this will be an introduction of the topic.
