Department Approval <br />�. <br />Item Description <br />BACKGROUND <br />��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/28/13 <br />Item No.: 1 l.a <br />City Manager A proval <br />Public Improvement Hearing for the Reconstruction of County Road D <br />Between Lexington Ave and Victaria Street <br />On December 10, 2012, the City Council received the feasibility report for the reconstruction of <br />County Road D, between Lexington Avenue and Victaria Street and ordered the public hearing. <br />Prior to opening the hearing, staff will present general information regarding construction, standards, <br />and assessments that apply for this project. <br />County Road D is a border street. The ownership of this road is split at the centerline between the <br />City of Shoreview and City of Roseville. It is in the best interests of the residents of each city to <br />undertake the reconstruction project in a cooperative fashion. The goal of the Cities is to provide for <br />a coordinated cost effective completion of this project. In 2001, the City of Roseville took the lead <br />on the reconstruction of W. Owasso Blvd. As a result, the City of Shoreview is taking the lead on <br />this project. They have been providing engineering services including design, contract <br />administration and construction management. <br />The City of Shoreview City Council approved the project as proposed after their public hearing on <br />January 22, 2013. <br />The City has received a petition from 11 of the 20 Roseville property owners along County Road D <br />requesting that the proposed 6 foot wide sidewalk on the south side of the street not be constructed. <br />The feasibility report discussed the proposed sidewalk and includes the petition as an appendix. <br />The majority of County Road D does not have a sidewalk along the south side of the road. There is <br />a sidewalk along the south side of the road west of Victoria Street that abruptly ends at the end of the <br />church property. There is a sidewalk along the north side in Shoreview. There is a north- south <br />painted crosswalk and signage just to the east of Chatsworth Street and another one at the east <br />driveway of Emmet D. Williams Elementary School. <br />For the purposes of discussion staff has developed three different sidewalk scenarios for this project. <br />In the Traffic Management section of the report (pg 20), there is a recommendation to install a <br />pedestrian activated flasher at the Chatsworth Street crosswalk. This will assist getting students <br />safely across the street to Emmet D. Williams Elementary School. Staff recommends that any <br />scenario include the installation of this pedestrian flasher. <br />The difference in cost for the scenarios described below is for new sidewalk construction. The <br />project includes the reconstruction of the existing sidewallc in the corridor. Specifically, the church <br />is interested in retaining the sidewalk along County Road D adjacent to their property. They feel it <br />is necessary far their on- street parking in front of the church. As a result, staff recommends that any <br />scenario include the reconstruction of this sidewalk. <br />Page 1 of 3 <br />
