• Appraisals have been completed to determine the influence of the improvement project on the <br />value of the properties proposing to be assessed. The followin� are recommended adiustments <br />to the assessment rates based on the aparaisals: <br />o The sin�le familv residential assessment rate should not exceed <br />The assessment rate for the Lutheran Church of the Resurrection property should <br />not exceed $90/ft. <br />The assessment rate for the 25-unit apartment buildin� at 1080 County Road D <br />should not exceed $90/ft. <br />o The assessment rate for the Commercial property at 3114 Lexin�ton Avenue should <br />not exceed $110/ft. <br />• The followinE are modifications to the oreliminarv assessment roll <br />o The corner properties on County Road D at Churchill Street and Chatsworth Street, <br />were assessed full short side fronta�e when Churchill Street and Chatsworth Street <br />were reconstructed in 1996. Staff recommends that their assessable fronta�e be <br />chan�ed to reflect 10% of the lon� side fronta�e. This is consistent with the City's <br />assessment policy. It is also consistent with the findings of the appraisal report. <br />o The attached preliminary assessment roll has been modified to reflect these <br />changes. <br />B. Private Improvement Costs <br />In addition to the public work proposed, this project may include the construction of a number <br />of private improvements. The cost of these private facilities is the responsibility of the <br />benefiting property owner. The engineer's estimate does not include estimates for private work <br />• The benefiting property owner shall pay for private sanitary sewer repair. This cost may be <br />added to the property's assessment. <br />• The benefiting property owner shall pay for private driveway work. This cost must be paid in full <br />prior to such work and may not be added to the property's assessment. <br />C.
