EXHIBIT A NOTICE OF PUBLIC HEARING CITY OF ROSEVILLE, MINNESOTA $13,785,000 MULTIFAMILY HOUSING REVENUE REFUNDING BONDS (ROSEPOINTE I PROJECT) NOTICE IS HEREBY GIVEN by the City Council of the City of Roseville, Minnesota (the "City") that it will hold a public hearing at the City Hall, 2660 Civic Center Drive, Roseville Minnesota, on Monday, August 24, 1998, at r¡: l5p.m. to consider a proposal to issue not to exceed $13,785,000 aggregate principal amount of its Multifamily Housing Revenue Refunding Bonds (RosePointe I Project), in one or more series (the "Bonds"), pursuant to Minnesota Statutes, Chapter 462C, as amended. The proceeds of the Bonds will be used, with other available funds, to refund an equal principal amount of the City's outstanding Rental Housing Revenue Bonds (RosePointe I Project), Series 1985-A (the "Refunded Bonds") heretofore issued by the City to fund a loan to RosePointe Housing Limited Partnership, a Minnesota limited partnership (the "Borrower"). The proceeds of the Refunded Bonds were used to acquire, construct, improve and equip rental housing facility of approximately 148 units located at 2555 North Hamline Avenue in the City (the "Facility"). The Facility is owned by the Borrower. The Bonds, if issued, will not be deemed to constitute a debt or liability of the City or the State of Minnesota (the "State") or any political subdivision thereof or a pledge of the faith and credit and taxing powers of the City or the State or any such political subdivision. All parties desiring to appear at the public hearing will be afforded an opportunity to express their views with respect to the proposal to issue the Bonds. Written comments may be submitted to the City Manager at the City Hall prior to the hearing, which written comments will be read and considered at the hearing. Dated: July 27, 1998.
