<br /> <br />City of Roseville <br />Ethics Commission Meeting Minutes <br />Wednesday, November 14, 2012 <br /> <br /> <br />I. Call to Order <br />Chair Fjelstad called the mee ting to order at 6:34 p.m. <br /> <br />Members Present: <br />Anne Collopy, Margo Fjelstad, Ben Lehma n, LuAnne Pederson, and Nancy O’Brien <br /> <br />Members Absent: <br />None. <br /> <br />Others Present: <br />City Manager Bill Malinen and City Attorney Mark Gaughan <br /> <br />II. Approve Minutes of August 8, 2012 Meeting <br />Lehman moved, Pederson seconded approva l of the minutes of the August 8, 2012 <br />meeting, as presented. <br />Ayes all. <br /> <br />III. Discuss Ethics Complaint Received October 4, 2012 <br /> O’Brien asked about the definition of po litical campaign activity. Attorney Gaughan <br /> indicated the “plain meaning” of political campaign activity would constitute activity. <br /> Gaughan indicated it didn’t follow any State law, because it’s a City Code. Collopy <br /> questioned whether partisan “political campaigns” should be a part of the definition. <br /> O’Brien suggested City offi cials be provided with a clea rer understanding of political <br /> campaign activity. Pederson asked if Gaugha n could provide some guidance from State <br /> Statutes and Gaughan responded that the St ate Code wouldn’t offer much guidance. <br /> O’Brien noted a desire for more information or any guidance when Council is part of the <br /> complaint. <br /> <br /> The Commission generated a few ideas includi ng exploring the definition of political <br /> campaign activity and outlining the complain t process especially when the Council is <br /> involved. <br /> <br />Fjelstad moved, Pederson seconded to form a subcommittee of Lehman and Fjelstad to <br />develop recommendations on definitions and process for future meeting. <br />Ayes all. <br /> <br /> Lehman moved, Fjelstad seconded accepting th e City Attorney’s re port and recommend <br /> that the City Council approve the report. <br /> <br /> Ayes all, Collopy Abstained.
