Regular City Council Meeting <br /> Monday,January 28,2013 <br /> Page 3 <br /> Mayor Roe read the proclamation providing the background of and declaring Feb- <br /> ruary as Black History Month <br /> McGehee moved, Laliberte seconded, proclaiming February 2013 as Black Histo- <br /> ry Month, celebrating "At the Crossroads of Freedom and Quality: The Emanci- <br /> pation Proclamation and the March on Washington;" inviting all members of the <br /> Roseville community to renew their commitment to ensuring racial equality, un- <br /> derstanding and justice. <br /> Roll Call <br /> Ayes: McGehee; Willmus; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> 6. Approve Minutes <br /> a. Approve Minutes of January 7,2013 Meeting <br /> Comments and corrections to draft minutes had been submitted by the City <br /> Council prior to tonight's meeting and those revisions were incorporated into <br /> the draft presented in the Council packet. <br /> McGehee moved, Etten seconded, approval of the minutes of the January 7, 2013, <br /> meeting as presented. <br /> Roll Call <br /> Ayes: McGehee; Willmus; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> 7. Approve Consent Agenda <br /> There were no additional changes to the Consent Agenda than those previously noted. At <br /> the request of Mayor Roe, City Manager Bill Malinen briefly reviewed those items being <br /> considered under the Consent Agenda. <br /> a. Approve Payments <br /> Willmus moved, McGehee seconded, approval of the following claims and pay- <br /> ments as presented. <br /> ACH Payments $592,280.12 <br /> 68747-68886 777,422.69 <br /> Total $1,369,702.81 <br /> Roll Call <br /> Ayes: McGehee; Willmus; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> b. Approve Business Licenses <br />
