Receive Feasibility Report and Set Public Hearing for Public Improvements <br /> at 3040 Hamline Avenue <br /> Councilmember Willmus recused himself from the dais and left the Council <br /> Chambers during discussion of this item at approximately 6:33 p.m. <br /> At the request of Mayor Roe, City Manager Malinen briefly reviewed this item as <br /> detailed in the Request for Council Action (RCA) dated January 28, 2013. <br /> Mayor Roe advised that Councilmember Willmus had chosen to recuse himself <br /> during discussion of this item, as the petition had been brought forward by his fa- <br /> ther, the property owner of record; and that while no actual conflict of interest <br /> was evident, Councilmember Willmus chose to recuse himself to avoid any per- <br /> ception of one. <br /> Councilmember McGehee advised that she had personally visited the property <br /> and discussed the request that had actually been approved long ago.
