REQUEST FOR HRA ACTION Date: 01-15-13 Item No: 9b Staff Approval: Agenda Section: Action Item Description: Contract approval for update of Comprehensive Multi-Family Housing Needs Analysis. (HF_0125) Requested Action 1.0 Approve the hiring of Maxfield Research, Inc. to update the comprehensive multi- family housing needs analysis to be completed in 2013. Background 2.0 2.1In 2009 the RHRA hired Maxfield Research to complete a comprehensive multi-family housing needs analysis that focused on: Senior Co-Op Housing Needs, General –occupancy rental housing needs (affordable and market rate), Senior housing market analysis, and Recommendations to guide future housing development. The study also discussed potential target markets for housing in Roseville and the types of housing that would best suite the City based upon projected demographic trends and changes over 5 and 10 years. 2.2The RHRA originally had adopted a plan to update the comprehensive multi-family Housing needs analysis every five years. Based upon the RHRA facilitating redevelopment of the 2325 Dale Street and the Dale Street Fire Station in 2013 staff is recommending that the RHRA have the study updated in order to support the redevelopment of the properties. 2.3The costs to have Maxfield Research, Inc. update the comprehensive multi-family housing analysis is $13,215. Staff Recommended Action 3.0 Staff is recommending that the RHRA authorize entering into a contract with Maxfield Research, Inc. in the amount of $13,215.00, with the understanding that if additional research or meeting time beyond the contracted amount other than one presentation is needed then there would be additional costs to paid to Maxfield Research, Inc. for their time.
