<br />REQUEST FOR COUNCIL ACTION <br /> Date: 2/25/2013 <br /> Item No.: 13.c <br />Department Approval City Manager Approval <br />Item Description: Snow and Ice Policy Level of Service Discussion <br />Page 1 of 3 <br />B ACKGROUND 1 <br />The City Council has asked for a discussion of th e current Snow and Ice Control Policy. This 2 <br />request for discussion was precipitated by the snow event of December 6-11, 2012. This event 3 <br />was unusual in that several inches of snow fe ll over freezing rain and ice over several days. 4 <br />Road conditions all over the metro area after th is event were not great. A chronological 5 <br />overview of the response to this event for Roseville crews is as follows: 6 <br />12/6/2012 – Thursday 7 <br /> 910 gallons salt brine applied as an ti icing preventative measure 8 <br /> Weather forecast: 1” snow Friday, then heavy, wet snow Saturday night into Sunday 9 <br /> The anti icing brine worked well for the light Friday snow 10 <br />12/8/2012 – Saturday (28 – 30 degrees F) 11 <br /> Saturday morning 5AM – 4 truc ks applied 15 ton of salt 12 <br /> Collector routes and some resi dential streets were treated 13 <br />12/9/2012 – Sunday (6” to 7”snow ) 30 degrees F and falling 14 <br /> 7AM street division crews plow 2 – 3” off collector routes 15 <br /> Full plow event call-out by 9AM 16 <br /> Due to steady snow continuing, mini mal ice control material used 17 <br /> Citywide plowing completed by 6PM 18 <br /> Drivers sent home after 10-11 hours 19 <br />12/10/2012 – Monday (10 degrees F) 20 <br /> Midnight: full plow event call-out 21 <br /> Additional 6 – 7” snow had fallen 22 <br /> Used 60 ton of ice control material 23 <br />12/11/2012 – Tuesday thru 12/18/2012 24 <br /> Street division crew of eight trucks began citywide ice control at 6AM 25 <br /> 100 ton of ice control materi al used for this effort 26 <br /> Additional 40 ton applied to ice on 12 /12/2012 – 12/18/2012 (Salt and Salt/Sand) 27 <br />20% of our annual allocation of salt was used in 11 days on this one event. The only additional 28 <br />effort that could have reduced the amount of salt used and improved the outcome would be 29 <br />additional resources providing continuous plowing from beginni ng to the end of the snowfall 30 <br />event. Even with additional resources the outco me more than likely would not have been bare 31 <br />pavement. It was warmer temperatures that ul timately provided the great est benefit to getting 32 <br />back to near bare pavement. 33
