<br />REQUEST FOR COUNCIL ACTION <br /> Date:February 25, 2013 <br /> Item No.: 10.b <br />Department Approval City Manager Approval <br /> <br />Item Description: Flammable Liquid Response & Mitigation Enhancement <br />Page 1 of 2 <br />B ACKGROUND 1 <br />In 1991, as part of the recommendations from the Pipe Line Safety Committee, the Fire 2 <br />Department took delivery of a specialized fire engine with foam firefighting capabilities for 3 <br />flammable liquid fires. 4 <br /> 5 <br />The City of Roseville is unique in the fact we have three major fuel storage and loading facilities 6 <br />with the combined fuel storage capacity of more than 83 million gallons of fuel products. As part 7 <br />of the storage and loading operations there are an estimated 400 tankers moving in and out of the 8 <br />City daily. 9 <br /> 10 <br />The Fire Department has a long history of coope ration with the fuel storage facilities including 11 <br />annual on-site training. The replacement of the units, customized for response and mitigation to 12 <br />the fuel facilities, are structured as a partnership between the City and the facilities. The 13 <br />partnership consists in a financial commitment assisting with the cost of the replacement units. 14 <br /> 15 <br />The specialized engine purchased in 1991 is now more than twenty years old and in need of 16 <br />replacement. The Fire Department has evaluated potential replacement options and replacement 17 <br />costs and has determined that the most effective and cost efficient method of replacement is 18 <br />through replacing our current utility pick-up truck which is also more than twenty years old and 19 <br />in need of replacement, along with the 1991 engine with a new utility truck and specialized foam 20 <br />trailer. 21 <br /> 22 <br />The utility truck will pull the trailer making it capab le of reaching further into the fuel storage 23 <br />and loading facilities than the current engine, and have twice the foam capacity of the current 24 <br />engine. The estimate for replacing the current speci alized fire engine with foam firefighting 25 <br />capabilities and separate utility pick-up truck would be about $800,000. 26 <br /> 27 <br />Utility Truck: 28 <br /> 29 <br />The Fire Department will be purchasing the truck chassis & cab from the state bid contract at a 30 <br />cost of $29,184.48 31 <br /> 32 <br />The Fire Department received the following bids for customization of the utility vehicle: 33
