Meeting Minutes <br />Ethics Commission <br />November 14, 2012 <br />Page 2 <br /> <br /> Statutes and Gaughan responded that the St ate Code wouldn’t offer much guidance. <br /> O’Brien noted a desire for more information or any guidance when Council is part of the <br /> complaint. <br /> <br /> The Commission generated a few ideas includi ng exploring the definition of political <br /> campaign activity and outlining the complain t process especially when the Council is <br /> involved. <br /> <br /> Fjelstad moved, Pederson seconded to form a subcommittee of Lehman and Fjelstad to <br /> develop recommendations on definitions and process for future meeting. <br /> Ayes all. <br /> <br /> Lehman moved, Fjelstad seconded accepting th e City Attorney’s re port and recommend <br /> that the City Council approve the report. <br /> <br /> Ayes all, Collopy Abstained. <br /> <br /> The Complainant, John Kysylyczyn, wanted the record to reflect he wished to withdraw <br /> the complaint and re-file. <br /> <br /> <br />IV. Discuss 2013 April Training Session <br />The Commission discussed having former Mayor Craig Klausing as the speaker for the <br />2013 April Ethics Training. The Commission al so discussed using Audience Response <br />Units during the training for interaction. <br /> <br />V. Discuss Ethics Tip <br />Pederson drafted November’s Ethi cs Tip discussing gift giving. <br /> <br />O’Brien moved, Lehman seconded to publish th e November Ethics Tip as presented. <br />Ayes all. <br /> <br />VI. Set 2013 Meeting Schedule <br />Pederson moved, Fjelstad seconded to approve the 2013 meeting schedule. <br />Ayes all. <br /> <br />VII. Other Business. <br />Collopy indicated that the Stat e of Minnesota’s Information Policy Analysis Division was <br />holding a meeting to explain open meeting a nd data practices. Collopy asked what the <br />policy was on media comments. City Manager said he provides o fficial comments and <br />the City Council can as well. <br /> <br />VIII. Adjourn
