Councilmember McGehee opined that the Twin Lakes area had been <br /> planned to death from the top down during that time, and she would like to try the <br /> Parks and Recreation Master Plan process model or that of an Arizona State Uni- <br /> versity model with a broad request for proposals to help the City's tax base and <br /> broader community. <br /> At the request of Mayor Roe for clarification, Councilmember McGehee spoke in <br /> support of a broad marketing approach through an RFP for what the City is look- <br /> ing for (e.g. green space, innovative and interesting buildings and ideas), rather <br /> than something it didn't want and within those parameters. <br /> Councilmember Etten sought clarification as to whether this would require one <br /> overall contractor, opining that the concept was great, but without the City own- <br /> ing the parcels, it couldn't determine parcel by parcel demand and compliance. <br /> City Planner Thomas Paschke responded that he doubted there would be any re- <br /> sponse to an RFP by the City if it didn't own the land. <br /> Councilmember McGehee clarified that her intended RFP would be broad, and if <br /> parcels wanted to join together they could do so, but it would be extremely valua- <br /> ble to have such a tool, including for the Dale Street project as well. <br /> Councilmember Willmus suggested that the crux of Councilmember McGehee's <br /> suggestion was to reinstitute the PUD process, to which Councilmember McGe- <br /> hee concurred as her intent. <br /> As a counter argument to the PUD process, Mayor Roe suggested that it would al- <br /> low for a "Wild West" approach, with no rules; and suggested it would be more <br /> appropriate to see if there was support for the PUD, with the notion of updating <br /> the Zoning Code, which had then been developed and adopted two years ago for <br /> the purpose of creating general guiding parameters alluded to by Councilmember <br /> McGehee. Mayor Roe noted that the previous result before redoing the Zoning <br /> Code was that there were so many PUD's that it made the Zoning Code obsolete. <br /> Mr. Paschke concurred, noting that the Zoning Code was also revised to be con- <br /> sistent with the newly updated Comprehensive Plan; and opined that if the City <br /> were to reinstitute PUD's it would scare developers. <br /> Councilmember Willmus questioned staff as to whether the goals of Coun- <br /> cilmember McGehee were not accomplished through design standards and use <br /> compatibilities. <br /> Mr. Trudgeon advised that it was clear what the City did not want, which should <br /> provide for a fairly straight forward and quick discussion.
