<br />REQUEST FOR COUNCIL ACTION <br /> Date: 03/11/13 <br /> Item No.: 13.a <br />Department Approval City Manager Approval <br /> <br />Item Description: Review 2012 C ity Council Strategic Directives <br /> <br />Page 1 of 2 <br />B ACKGROUND 1 <br />At the February 25, 2013 City Council meeting, the Council adopted the 2014/2015 Budget Calendar. 2 <br />The calendar calls for a revi ew of the City Council Di rectives that were adopted last May as a precursor 3 <br />to other upcoming budget processes. 4 <br /> 5 <br />A listing of those Directives is included in Attachment A along with linkages to the Strategic Plan and 6 <br />the impact (if any) it will have on the 2014-2015 Budget. In some instances there is no linkage to the 7 <br />Strategic Plan either because the di rective has been completed, it is ad dressed in another directive, or 8 <br />cannot be assigned to a definitive action plan. 9 <br /> 10 <br />It should be noted that the absence of a budget impact as depicted in Attachment A , does not necessarily 11 <br />mean that there won’t be financial implications. It is anticipated that some of these directives will be 12 <br />addressed by redirecting existing resources from lower-priority pr ograms or initiatives. 13 <br /> 14 <br />The adoption of the Council’s Strategic Direc tives on May 14, 2012 was preceded by a process that 15 <br />required the Council to hold 7 separate discussions over a 4-month span. This process included a 16 <br />review of Imagine Roseville 2025, results from the citizen survey, and the s hort and long-term goals 17 <br />identified by individual Councilmembers and Staff. It also included the development of a new mission 18 <br />statement and eight community aspirations. 19 <br /> 20 <br />The 4-month process to develop th e Council’s Strategic Directives was followed by a 3-month process 21 <br />to develop the Strategic Plan that was presented on August 20, 2012. The Strate gic Plan initiatives are 22 <br />summarized in Attachment B . In total, the City spent over 7 months developing long-term goals and 23 <br />objectives that were intended to driv e the next biennial budget process. This level of planning effort 24 <br />was unprecedented compared to previous budget cycles. 25 <br />P OLICY O BJECTIVE 26 <br />A review of the City Council Directives is consis tent with the adopted budge t calendar and the City’s 27 <br />Performance Management Program. 28 <br />F INANCIAL I MPACTS 29 <br />Not applicable. 30
