<br />REQUEST FOR COUNCIL ACTION <br /> Date : 3 -11 -13 <br /> Item No.: <br />Department Approval City Manager Approval <br />Item Description: Receive Annual Reports for Community Development’s Land Use Code <br />Enforcement and Neighborhood Enhancement Progra m Activities in 2012 <br />B ACKGROUND 1 <br />The Community Development Department is responsible for enf orcement of the public nuisance provisions 2 <br />of the City Code. It accomplishes this through two separate programs: Land Use Code Enforcement and the 3 <br />Neig hborhood Enhancement Program. 4 <br /> 5 <br />Land Use Enforcement primarily addresses City Code public nuisance violations reported to staff by the 6 <br />public, such as: junk/debris, outside storage, long grass, junk vehicles, building maintenance, noise, etc : 7 <br />o Land Use Enforcement’s 20 1 2 Year End Report is att ached. 8 <br /> 9 <br />The Neighborhood Enhancement Program is a more proactive type program that initiates neighborhood 10 <br />inspections (from the street) for similar public nuisance type violations in an attempt to identify and resolve 11 <br />public nuisances b efore they become lar ge enough to negatively impact neighborhoods and property values : 12 <br />o This program is funded by Roseville’s H ousing R edevelopment A uthority . 13 <br />o The Neighborhood Enhancement Program’s 20 1 2 Year End report is attached. 14 <br /> 15 <br />The City Council has requested a specific report on th e status of Abatement and Court Citation cases 16 <br />initiated. 17 <br />o The 201 2 Abatement and Court Citation Case s Status Report is attached . 18 <br /> 19 <br />P OLICY O BJECTIVE 20 <br />Property maintenance through City abatement activities is a key tool to preserving high -quality residential 21 <br />n eighborhoods. Both Imagine Roseville 2025 and the City’s 2030 Comprehensive Plan support property 22 <br />maintenance as a means by which to achieve neighborhood stability. The Housing section of Imagine 23 <br />Roseville suggests that the City “implement programs to ensu re safe and well -maintained properties.” In 24 <br />addition, the Land Use chapter (Chapter 3) and the Housing and Neighborhoods chapter (Chapter 6) of the 25 <br />Comprehensive Plan support the City’s efforts to maintain livability of the City’s residential neighborhoods 26 <br />with specific policies related to property maintenance and code compliance.
