<br />REQUEST FOR COUNCIL ACTION <br /> Date: March 18, 2013 <br /> Item No.: 7.g <br />Department Approval City Manager Approval <br /> <br />Item Description: Approving the Repurch ase of 180-188 Elmer Street West by Cottonwood <br />Holdings, LLC from Ramsey County <br />Page 1 of 2 <br />B ACKGROUND 1 <br />Last year, properties owned by Cottonwood Hold ings, LLC, located at 180-188 Elmer Street 2 <br />West were forfeited to Ramsey County for failu re to pay property taxes. Cottonwood Holdings 3 <br />LLC is now planning to repurchase the pr operty back from Ramsey County. 4 <br />Ramsey County’s process for repurchasing of tax-fo rfeited properties is to have the municipality 5 <br />where the property is located review the re quest and document whether the property has 6 <br />excessive police calls, building and health code violations, or othe r illegal activities within the 7 <br />past five years. The County asks that the m unicipality recommend by resolution that the County 8 <br />Board approve or deny the repurchase application. 9 <br />Community Development staff have checked with the Police Department and reviewed the code 10 <br />enforcement files and have found that there has no t been any police or code enforcement activity 11 <br />in the past five years. The five lots are vacant and were platted in 2005 as part of a Planned Unit 12 <br />Devleopment. The five lots were intended to contain 5 townhome units. 13 <br />P OLICY O BJECTIVE 14 <br />Allowing for the repurchase to occur will return the properties to the tax roll and allow for the 15 <br />lots to be developed as housing. 16 <br />B UDGET I MPLICATIONS 17 <br />As part of the the repurchase process, the City will receive payment for the back taxes that have 18 <br />not been paid to date. 19 <br />S TAFF R ECOMMENDATION 20 <br />Staff recommends adoption of the resolution recomneding the Ramsey County Board approve 21 <br />the repurchase application of Cottonwood Holdings, LLC for 180-188 Elmer Street West. 22 <br /> 23 <br />R EQUESTED C OUNCIL A CTION 24 <br />Motion to ADOPT a Resolution recommending that the Ramsey Coutny Board approve the 25 <br />repurchase application of Cottonwood Holdi ngs LLC for 180-188 Elmer Street West. 26 <br />
