Human Rights Commission <br />Meeting Minutes <br />February 20, 2013 <br />Commissioners: Scot Becker, Vice Chair Jill Brisbois, Kristin Doneen (arrived at 6:33 <br />p.m.), Wayne Groff (arrived at 6:35 p.m.), David Singleton and Kaying <br />Thao <br />Youth Commissioners: Joan Dao (arrived at 6:33 p.m.) and Marie Siliciano (arrived at <br />6:50 p.m.) <br />Commissioners Absent: Chair Gary Grefenberg (excused) <br />Staff Present: Carolyn Curti and City Manager Bill Malinen <br />Call to Order <br />The Human Rights Commission (HRC) meeting was called to order at 6:30 p.m. In the absence <br />of the Chair, Vice -Chair Brisbois presided. She requested staff call the roll. <br />Approve Agenda <br />Commissioner Singleton moved and Commissioner Becker seconded a motion to approve the <br />agenda as distributed. Motion passed unanimously. <br />Approve Minutes <br />Vice -Chair Brisbois requested the minutes from January 16, 2013 be postponed to the March <br />meeting to allow the Commissioners additional time to review the minutes, since at least three <br />Commissioners had not received the minutes until that day. <br />Public Comment <br />There being no one present wishing to speak to the Commission on an item not on the agenda, <br />the chair moved to the next agenda item. <br />Old Business <br />Discussion, Evaluation, and Selection of Winning Essays: Commissioner Doneen thanked the <br />Commission members for reading and scoring the student essays. She appreciated the fact that <br />the members had completed the work and sent in their scores to staff. She questioned how the <br />HRC would like to proceed with selecting the winners. <br />Youth Commissioner Dao was in favor of selecting winning essays based on several different <br />topics and not just going by those that had the highest amount of points. <br />
