Human Rights Commission Minutes
January 16, 2013 Minutes
Chair Grefenberg moved and Commissioner Brisbois seconded a motion to approve the 2013
membership of Commissions Standing Committee as follows:
Program Planning Committee: Chair Kristin Doneen, Kaying Thao and Gary Grefenberg
Operations Committee: Chair Gary Grefenberg, Kristin Doneen and Vice Chair Jill
Brisbois
Outreach Committee: Jill Brisbois, Wayne Groff and Scot Becker
Youth Engagement Committee: Marie Siliciano, Joan Dao, Julia Laden, Gary Grefenberg
and Kaying Thao
Motion passed unanimously.
By -Laws Clarification
Chair Grefenberg reviewed his proposed language clarifications to the Mission Statement and
Purpose sections of the HRC By -Laws, noting that these were in the Commission's meeting
packet. He mentioned that in preparing the Meadowlark grant application he had noticed that
these two sections had bad syntax and did not adequately reflect the dual nature of the
Commission's purpose, that is, Human Rights and Civic Engagement.
The Chair requested the Mission Statement now read: The Human Rights Commission provides
leadership and advocacy intended to secure human and civil rights for Roseville residents, and
to advise City officials on engaging City residents in civic governance and community affairs.
Chair Grefenberg suggested the purpose statement now read: To secure for all citizens full
human and civil rights, and to increase the sense of community and achieve full participation
and engagement in our civic affairs by the following means.
The last change requested was to Letter C, which should read: Advising the Mayor and City
Council on polices and issues regarding human Nights and civic engagement as they affect our
community.
Chair Grefenberg moved and Commissioner Singleton seconded a motion to revise the HRC
Bylaws Mission Statement and Purpose as described above.
Commissioner Singleton requested the words City Manager be added to Item C, so it reads:
c. Advising the Mayor, City Council, and City Manager on policies -and issues regarding
human rights and civic engagement as they affect our community.
Motion passed unanimously.
Standing Committee Reports
Outreach Committee
Report on Conference Attended: Commissioner Groff discussed the conference he attended
on December 1 sponsored by Out Front. He stated the conference was held on World Aids Day.
