B <br />ACKGROUND <br />17 <br />Since the adoption of the new zoning ordinance in December of 2010, the Planning <br />18 <br />Division has been identifying certain items, language, or requirements that should be <br />19 <br />modified to provide greater clarity. <br />20 <br />One such area lies within the Design Standards section of the Commercial and <br />21 <br />Mixed Use Districts (1005), Employment Districts (1006), Institutional District <br />22 <br />(1007) and the Park and Recreation District (1008) and pertains to “textured <br />23 <br />precast concrete panels” or concrete tip-up panels as typically referred to by <br />24 <br />members of the Planning Staff. <br />25 <br />Historically the City has not permitted concrete masonry blocks or tip-up panels <br />26 <br />to be painted because of the way paint tends to fleck-off over time and the <br />27 <br />continued maintenance, but instead required them to be pre-colored at the factory <br />28 <br />or stained. However such a limitation is not clearly indicated in the Code. The <br />29 <br />Planning Division is experiencing an increase in developments desiring to utilize <br />30 <br />precast concrete panels and feels that painting of panels should be prohibited. <br />31 <br />Therefore, we are seeking this add such a clarification. <br />32 <br />“Materials” <br />Specific to how the text amendment would appear within section of <br />33 <br />pre-colored or <br />each chapter identified above, the proposal would read as follows: <br />34 <br />factory stained or stained on site textured precast concrete panels <br />. <br />35 <br />1.0SR <br />TAFF ECOMMENDATION <br />36 <br />The Roseville Planning Division recommends approval of the zoning code text <br />37 <br />amendment as provided above. <br />38 <br />2.0PCA <br />LANNINGOMMISSIONCTION <br />39 <br />At their meeting of March 6, 2013, the Roseville Planning Commission received <br />40 <br />the presentation from the Planning Division regarding the requested text <br />41 <br />amendment. No persons were present to address the Commission regarding the <br />42 <br />proposed text amendment, and Commissioners did not have any questions of the <br />43 <br />Planning Staff. <br />44 <br />The Planning Commission voted (4-0) to recommend approval of the proposed <br />45 <br />text amendment as outlined in above and which will be inserted within the <br />46 <br />“Materials” section of the Commercial and Mixed Use Districts (1005), <br />47 <br />Employment Districts (1006), Institutional District (1007) and the Park and <br />48 <br />Recreation District (1008) of the Roseville Zoning Ordinance, as provided in the <br />49 <br />project report dated March 6, 2013. <br />50 <br />4.0SCCA <br />UGGESTEDITYOUNCILCTION <br />51 <br />Adopt an ordinance <br /> amending the text of the “Materials” section of the <br />52 <br />Commercial and Mixed Use Districts (1005), Employment Districts (1006), <br />53 <br />Institutional District (1007) and the Park and Recreation District (1008) of the <br />54 <br />Roseville Zoning Ordinance, and specific to pre-colored or factory stained or <br />55 <br />stained on site textured precast concrete panels. <br />56 <br />Prepared by: City Planner, Thomas Paschke at thomas.paschke@ci.roseville.mn.us (651-792-7074) <br />57 <br /> Attachment: a.
