Consider Items Removed from Consent <br /> 9. General Ordinances for Adoption <br /> a. Adopt a Zoning Text Amendment that Adds Limited Processing and Produc- <br /> tion to the Regional Business District's Permitted Uses <br /> City Planner Thomas Paschke summarized the request for the text amendment, <br /> based on findings since adoption of the Comprehensive Plan and Zoning Code <br /> updates, as detailed in the RCA dated March 11, 2013. <br /> Mr. Paschke noted that several property owners had brought to staff's attention <br /> conflicts with existing land use and zoning issues that were occurring and limiting <br /> or discontinuing business reinvestment at their specific properties. Mr. Paschke <br /> advised that these concerns were in their ability to market building leases for non- <br /> conforming issues, and hesitancy of property owners in making significant rein- <br /> vestment for properties deemed non-conforming. Mr. Paschke displayed a map <br /> defining some of those areas of concern. Mr. Paschke referenced current defini- <br /> tion in City Code for Limited Production and Processing (lines 59-64 in the <br /> RCA), and staff's recommendation, with 6/0 support of the Planning Commis- <br />
