Bids were solicited <br />2 <br />in March. The bids were opened at 10 a.m. on Thursday, March 28, 2013. Six qualified bids <br />3 <br />were received this year’s project. For the 2013 Pavement Management Project, the apparent low bid is North Valley, Inc. <br />18 <br />of Nowthen, Minnesota.
