REQUEST FOR COUNCIL ACTION <br /> Date: 04/08/2012 <br /> Item No.: 7.f <br />Department Approval City Manager Approval <br />Item Description: Award Bid For 2013 Sealcoat Contract <br />B <br />ACKGROUND <br />1 <br />As part of Roseville’s pavement management program, approximately 12 to 15 miles of City <br />2 <br />streets are seal coated annually. The primary reason to seal coat an asphalt pavement is to protect <br />3 <br />the pavement from the deteriorating effects of sun and water. When an asphalt pavement is <br />4 <br />exposed to sun, wind and water, the asphalt hardens and oxidizes. This causes the pavement to <br />5 <br />become more brittle. As a result, the pavement will crack because it is unable to bend and flex <br />6 <br />when exposed to traffic and temperature changes. A seal coat slows this process by providing a <br />7 <br />new film of asphalt which not only slows down the oxidation process but also helps the pavement <br />8 <br />to shed water preventing it from entering the base material and creating pot holes. This is a <br />9 <br />proven maintenance practice that will help extend the life of the pavement and protect the City’s <br />10 <br />investment. <br />11 <br />In 2012 the city began contracting this work due to the high cost of replacing the specialized <br />12 <br />equipment. This contract is a public/private partnership where the contractor performs the <br />13 <br />sealcoat application and the City performed the preparation work and post sealing sweeping. <br />14 <br />Having a contractor complete some of the work allows staff resources to be redirected to other <br />15 <br />unmet maintenance needs. <br />16 <br />Staff advertised for bids in early March and bids were opened on March 20, 2013. <br />17 <br />Discussion of Bids <br />18 <br />Two alternate bids were requested. Alternate Bid A was for a contractor to perform all aspects of <br />19 <br />sealcoat operation. The results are as follows: <br />20 <br />Alternate Bid A <br />21 <br />Allied Blacktop $344,827.50 <br />Pearson Brothers, Inc. $357,502.50 <br />Alternate Bid B was for a contractor to perform only oil and FA2 rock application/ install. Under <br />22 <br />this bid alternate, City crews will provide and load the FA2 rock into the contractor’s trucks. The <br />23 <br />City will also perform pre and post sweeping operations. The bid results are as follows: <br />24 <br />Alternate Bid B <br />25 <br />Allied Blacktop $227,480.00 <br />Pearson Brothers, Inc. $214,502.50 <br />Alternate Bid B is the most cost effective because the City can purchase FA2 chips with our Joint <br />26 <br />Powers Agreement with the City of St. Paul at a competitive cost. <br />27 <br />Page 1 of 2 <br /> <br />
