AttachmentB <br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />* * * * * * * * * * * * * * * * * <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />1 <br />Roseville, County of Ramsey, Minnesota, was duly held on the 8th day of April, 2013, at 6:00 <br />2 <br />p.m. <br />3 <br />4 <br />The following members were present: ; and and the following were absent: . <br />5 <br />6 <br />Member introduced the following resolution and moved its adoption: <br />7 <br />8 <br />RESOLUTION No. <br />9 <br />A RESOLUTION SUPPORTING LEGISLATION AUTHORIZING THE <br />10 <br />ESTABLISHMENT OF MUNICIPAL STREET IMPROVEMENT DISTRICTS <br />11 <br />WHEREAS, <br /> Minnesota contains over 135,000 miles of roadway, and over 19,000 miles—or <br />12 <br />14 percent--are owned and maintained by Minnesota’s 853 cities; and <br />13 <br />WHEREAS, <br /> 84 percent of municipal streets are ineligible for dedicated Highway User Tax <br />14 <br />Distribution Fund dollars; and <br />15 <br />WHEREAS, <br /> the more than 700 Minnesota cities with populations below 5,000 are ineligible <br />16 <br />for dedicated Highway User Tax Distribution Fund dollars; and <br />17 <br />WHEREAS, <br /> city streets are a separate but integral piece of the network of roads supporting <br />18 <br />movement of people and goods; and <br />19 <br />WHEREAS, <br /> existing funding mechanisms, such as Municipal State Aid (MSA), property <br />20 <br />taxes and special assessments, have limited applications, leaving cities under-equipped to <br />21 <br />address growing needs; and <br />22 <br />WHEREAS, <br /> maintenance costs increase as road systems age, and many cities—both large <br />23 <br />and small—are not spending enough on roadway capital improvements to maintain a 50-year <br />24 <br />lifecycle; and <br />25 <br />WHEREAS, <br /> for every one dollar spent on maintenance, a road authority saves seven dollars <br />26 <br />in repairs; and <br />27 <br />WHEREAS, <br /> the Council of the City of Roseville has been challenged in our efforts to <br />28 <br />develop adequate funding systems to support the City's needed street improvement and <br />29 <br />maintenance programs while complying with existing State statutes; and <br />30 <br />WHEREAS, <br /> cities need flexible policies and greater resources in order to meet growing <br />31 <br />demands for municipal street improvements and maintenance. <br />32 <br /> <br />
