REQUEST FOR COUNCIL ACTION Date: April 8, 2013 Item No.: 13.b Department Approval City Manager Approval Item Description: Discuss Additions to Council Rules B ACKGROUND 1 After review of the Council Rules, Staff has considered suggesting two additions to Rule 3 to 2 help assist in the flow of the meeting. First, staff suggests adding a section, ‘Budget Items’ that 3 would appear after Public Hearings and before Business Items – Actions. Budget matters are 4 typically on a timeline and therefore should be considered before other items on the agenda. 5 Second, staff suggests adding a ten minute break after two hours from the start of the meeting. A 6 break on the agenda allows the Council a moment to reenergize and offers those interested in the 7 meeting advance notice of the break. 8 9 PO OLICYBJECTIVE 10 To prioritize budget items by revising Rule 3 of the Council Rules of Procedures to include a 11 ‘Budget Items’ section, and add a formal break for better meeting planning. 12 BI UDGETMPLICATIONS 13 None. 14 SR TAFF ECOMMENDATION 15 Staff recommends adding a section titled, ‘Budget Items’ to the agenda, listed after ‘Public 16 Hearings’ and before ‘Business Items – Action’ and add language indicating the Council will 17 schedule a ten minute break after approximately two hours of meeting. 18 RCA EQUESTEDOUNCILCTION 19 Discuss and/or Adopt revised Council Rules adding a section titled, ‘Budget Items’ to the agenda 20 listed in Rule 3, and adopt languge indicating the Council will schedule a ten minute break after 21 approximately two hours of meeting. 22 23 Prepared by: William J.
