REQUEST FOR COUNCIL ACTION <br /> Date: 4/15/13 <br /> Item No.: 7.e <br />Department Approval City Manager Approval <br />Item Description: Approve Contracts for Printing Services <br />B <br />ACKGROUND <br />1 <br />The City of Roseville communicates news of use and importance to residents through a variety <br />2 <br />of media. The main communication tool is the resident newsletter the “Roseville City News.” <br />3 <br />The six-page, broadsheet (11x17) newsletter is mailed to every resident and business with a <br />4 <br />Roseville mailing address for a total of 17,431 copies. <br />5 <br />6 <br />Roseville has been publishing a resident newsletter since 1967. In the City’s 1998 survey 82% of <br />7 <br />residents said the newsletter was very effective or somewhat effective in keeping them informed <br />8 <br />of activities in the City. In the City’s 2010 resident survey the newsletter received a satisfaction <br />9 <br />th <br />score of 8.5 on a ten point scale which was above the average score of 8.35 and it was the 16 <br />10 <br />highest rated program out of 38 programs. <br />11 <br />12 <br />Roseville has a significant senior population that relies on printed communication to receive <br />13 <br />information about City services. While the City continues expanding its electronic <br />14 <br />communications, many more residents are getting information from printed sources. For <br />15 <br />instance, half of the applicants for this spring’s Roseville University heard about the course from <br />16 <br />a print source. <br />17 <br />Roseville began soliciting bids for newsletter printing in 2001. Through competitive bidding the <br />18 <br />City has secured long-term low-cost printing which has cut the cost of printing by more than <br />19 <br />40%. Staff has also undertaken other cost-saving measures which have saved the City an <br />20 <br />additional 20%. <br />21 <br />22 <br />The current printing contracts, with Greenhaven Printing for newsletter printing and Impressive <br />23 <br />Print for envelopes and forms, expire in May 2013. At its February 25, 2013 meeting the council <br />24 <br />unanimously authorized staff to request proposals for printing services. <br />25 <br />26 <br />Roseville issued the RFP for printing services and received 8 responses. A staff committee of <br />27 <br />Communication Specialists Carolyn Curti and Tim Pratt and Community Development Jane <br />28 <br />Reilly reviewed the responses and ranked them. Finalists were invited to give presentations to <br />29 <br />the committee. The committee evaluated the presentations and proposals on the basis of cost, <br />30 <br />quality of printing services, quality of design services, and responsiveness as measured through <br />31 <br />interview answers and reference checks. <br />32 <br />33 <br />The committee picked two companies that will best fit the City’s needs: Greenhaven Printing for <br />34 <br />newsletter services and Impressive Print for forms and envelopes printing. <br />35 <br />Page 1 of 2 <br /> <br />
