Date: April 8, 2013 <br />Item: 10.a <br />MEMORANDUM <br />Emerald Ash Borer <br />Roseville City Hall - 2660 Civic Center Drive <br />To: Mayor, City Council Members and City Manager <br />From: Lonnie Brokke, Director of Parks and Recreation/City Forester <br />Date: April 11, 2013 <br />Re: Emerald Ash Borer (EAB) <br />This memo is to keep you informed on the Emerald Ash Borer (EAB) status in Roseville. <br />In 2010 the City adopted an EAB Plan as a guide. In 2011 a $100,000 fund was established and remains <br />specifically for EAB to be used for a combination of treatment, removals and replacements. On a typical year, <br />removals are recommended to be done from September 1to April 30. <br />The initial find was at the 2800 block of Snelling Avenue on March 20, 2013. Since then, the Minnesota <br />Department of Agriculture (MDA) has been inspecting the vicinity. The plan was to survey all directions from <br />the initial find until they went some distance away and did not find any. As of April 9, 2013, surveying is <br />complete for now. <br />Approximately 30 to 40 cases were identified in the northwest sector, specifically in Constellation B. Some are <br />located on private property, some on public boulevards and others in Langton Lake Park. <br />Private trees are the responsibility of the property owner; public trees are the responsibility of the City. In the <br />coming weeks, the infested trees on public property will be removed and are anticipated to be replaced. A letter <br />will be sent to private property owners requesting removal. Staff will be identifying significant public tree areas <br />to potentially treat as well as the financial impacts of EAB so far and into the future. <br />The MDA will be conducting training tours for the EAB infestation area at Langton Lake Park sometime in late <br />April or early May for small groups. Staff will be working closely with them. <br />Education and outreach will continue. Staff is also working with the Department of Agriculture to host a public <br />meeting, inviting surrounding suburbs.
