REQUEST FOR COUNCIL ACTION Date: 4/15/13 Item No.: 11.a Department Approval City Manager Approval Item Description: Extend Working Hours for the 2012-13 Storm Sewer Lining Project B ACKGROUND 1 Visu-Sewer, Inc., is the City’s Contractor for the 2012-2013 Storm Sewer Lining Project. This 2 construction is scheduled to begin the week of April 15th. The City has received a request from the 3 contractor to perform a portion of their work during nighttime hours. 4 The storm sewer pipes being lined are of large diameter (48” and 72”). The size of these pipes will 5 require boilers and pumps to be used overnight so that the pipes cure, or set, properly, to meet 6 project specifications and mitigate traffic at very busy intersections. Night work is proposed at the 7 following locations: 8 Intersection of County Road B and Dale Street 9 Intersection of County Road B-2 and Hamline Avenue 10 The requested variance is to City Code Section 405.03 HOURLY RESTRICTIONS OF CERTAIN 11 OPERATIONS whichpermits construction activities to occur between the hours of seven o'clock 12 (7:00) a.m. and ten o'clock (10:00) p.m. on any weekday, or between the hours of nine o'clock (9:00) 13 a.m. and nine o'clock (9:00) p.m. on any weekend or legal holidays. The Contractor is seeking a 14 variance to complete the work during the month of April and May over a period up to four nights. It 15 is anticipated that each segment should be completed in one to two nights of work. 16 A variance to this section of code requires a Public Hearing before the City Council, per code 17 section 405.04. We have mailed out Public Hearing notices to all properties within 350 feet of the 18 corridor. Any comments that we receive will be shared with the City Council as a part of the Public 19 Hearing. 20 PO OLICYBJECTIVE 21 The Contractor is working to rehabilitate the storm sewer without replacing the pipe, which would 22 cause major disruption to the traveling public and require significantly more financial resources. 23 They are asking for the variance so that they can complete the project to meet specifications. 24 FI INANCIALMPACTS 25 There is no direct financial impact to the City of Roseville for the variance although not completing 26 this work in a timely fashion carries the risk of a road collapse and a significantly higher repair cost. 27 28 SR TAFF ECOMMENDATION 29 Approve the variance as requested. 30 RCA EQUESTEDOUNCILCTION 31 Approve the variance to extend the working hours for the 2012-2013 Storm Sewer Lining Project. 32 33 Page 1 of 2
