REQUEST FOR COUNCIL ACTION <br /> Date: April 15, 2013 <br /> Item No.: 13.a <br />Department Approval City Manager Approval <br />Item Description: Accept Ranked Lists of Website and Electronic Communications Services <br />Vendors and Authorize Staff to Negotiate with Selected Vendors <br />B <br />ACKGROUND <br />1 <br />The Council has adopted a Community Aspiration to be “Engaged in Our Community's Success <br />2 <br />As Citizens, Neighbors, Volunteers, Leaders, and Businesspeople” and facilitate that in part by <br />3 <br />“Improve Communications with Residents.” The Council also identified electronic <br />4 <br />communications as one of those avenues of communications to be enhanced. <br />5 <br />Roseville staff continues to provide opportunities for residents to be engaged in their community <br />6 <br />despite limited resources. Staff and residents seek to make those opportunities for engagement <br />7 <br />more robust. However, one of the most public vehicles for information sharing, the City’s <br />8 <br />website, has limitations. Staff has explored redesigning the website and adding features and <br />9 <br />functionality as part of a menu of options to make residents’ interaction with the City more <br />10 <br />productive. <br />11 <br />People engage with their community in various ways. For instance, they may attend a concert in <br />12 <br />the park after reading about it in the newsletter, they may volunteer for a litter pickup day <br />13 <br />because they were recruited by an email alert, they may report an eyesore such as graffiti thanks <br />14 <br />to a convenient reporting form, or they may comment at a City Council meeting on a <br />15 <br />development proposal after reading background material on the website. These different <br />16 <br />engagements all happen because residents feel physically safe and emotionally invested in their <br />17 <br />community. <br />18 <br />In November, the Council authorized staff to issue an RFP to redesign the website to enhance <br />19 <br />electronic communications and civic engagement with residents. The Council also directed staff <br />20 <br />to develop a needs assessment to guide electronic communications planning. That needs <br />21 <br />assessment documented how our audiences use electronic communications (including website, <br />22 <br />electronic requests for service and e-newsletters) and was incorporated into a request for <br />23 <br />Page 1 of 10 <br /> <br />
