3. The existing topography of the site has been compared with the proposed grading
plan, which will alter the elevations of the entire lot. The lot was approved in 1978,
prior to adoption of the current shoreland management ordinance. The proposed
grading plan shows that the majority of drainage will not be diverted to adjacent
properties; however, this should be verified in the field at the time of construction.

4. The proposed variance, if granted, will not adversely affect the public health, safety,
or general welfare. Storm water/drainage will be handled by the City's storm water
and ponding system in this area.

NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City of
Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that a variance to increase the
impervious lot coverage to 35% for the purpose of regrading the parcel and constructing a single
family at 1240 Belair Circle be granted, with the following provisions:

1. On-site grading must be verified in the field to insure that drainage is not diverted to
adjacent properties.
2. Prior to site grading, and before any utility construction is commenced or building
permits are issued, an erosion control plan must be submitted for approval, and all
erosion control actions shall be implemented and inspected.

The motion for the adoption of the foregoing resolution was duly seconded by Council
Member Mastel, and upon vote being taken thereon, the following voted in favor: Maschka,
Goedeke, Mastel, Wiski and Wall
and the following voted against the same: None

WHEREUPON said resolution was declared duly passed and adopted.

(STATE OF MINNESOTA)

) SS

(COUNTY OF RAMSEY)

I, the undersigned, being the duly qualified City Manager of the City of Roseville, County of
Ramsey, State of Minnesota, do hereby certify that I have carefully compared the attached and
foregoing extract of minutes of a regular meeting of said City Council held on the 25th day of
January, 1999, with the original thereof on file in my office.

WITNESS MY HAND officially as such Manager this 25th day of January 1999.

s~

Q:\Planning Files\3093 _ Carlson\bauer-res2.doc

Resolution9626 - Page 2 of 2
