HRA Meeting <br />Minutes Tuesday, February 19, 2013 <br />Page 2 <br /> <br />1 <br />Mr. Trudgeon introduced Code Enforcement Official Don Munson who provided an update on <br />2 <br />the 2012 NEP. <br />3 <br /> <br />4 <br />Mr. Munson reviewed nse to citizen concerns; <br />5 <br />maintain the livability of residential neighborhoods; and maintain property values. Mr. <br />6 <br />Munson provided a comparison of properties inspected from 2008 to-date; common violations <br />7 <br />and 2012 typical cases (e.g. commercial uses in residential zones, grass untended, junk and <br />8 <br />debris in yards, outside storage, general property maintenance, and unlicensed/inoperable <br />9 <br />vehicles). <br />10 <br />Number of Properties Inspected <br />11 <br />2008 = 1900 <br />12 <br />2009 = 3159 <br />13 <br />2010 = 4232 <br />14 <br />2011 = 4388 <br />15 <br />2012 = 5028 <br />16 <br /> <br />17 <br />Mr. Munson reported that the NEP found great and responsive resolution, with 91% of public <br />18 <br />nuisances were closed within twenty (20) days, and the other 11% percent closed within forty <br />19 <br />(40) days. Mr. Munson noted that there was only one unresolved case for 2012, and that was a <br />20 <br />timing issue for painting that would be addressed by the property owner in the spring of 2013. <br />21 <br /> <br />22 <br />Mr. Munson reported on the rate of violations continuing a steady decline, indicating that the <br />23 <br />NEP was having the desired, community-wide effect. <br />24 <br /> <br />25 <br />Rate of Violations Observed <br />26 <br />2008 = 8% <br />27 <br />2009 = 6% <br />28 <br />2010 = 4% <br />29 <br />2011 = 4% <br />30 <br />2012 = 3.5% <br />31 <br /> <br />32 <br />Mr. Munson noted that 2012 completed the second complete inspection cycle in nine (9) <br />33 <br />neighborhoods areas city-wide. Mr. Munson advised that the typical findings had now gone <br />34 <br />from multiple to single violations, making it much easier for property owners to address. <br />35 <br /> <br />36 <br />Mr. Munson advised that the 2013 NEP would be expanded to focus on multi-family <br />37 <br />residential properties and commercial/industrial properties, anticipating approximately 600 <br />38 <br />properties to be inspected. Mr. Munson advised that similar issues (e.g. exterior building <br />39 <br />maintenance, site maintenance such as light poles rusted, grass untended, dead vegetation, <br />40 <br />outside storage, fence disrepairs) would be addressed as those previously identified with <br />41 <br />single-family residential properties. Since this area is new, Mr. Munson noted that staff <br />42 <br />anticipated a larger scope of education for property owners. <br />43 <br /> <br />44 <br />Member Masche opined that the NEP was proving to be a perfect program for Roseville. <br />45 <br />However, Member Masche noted the continued city-wide proliferation of residents storing <br />46 <br />trash and/or or recycling receptacles outside their homes; and proactively encouraged staff to <br />47 <br />find a way to alert residents (e.g. note or hang tags on containers in violation) seeking their <br />48 <br />cooperation in concealing those receptacles. <br />49 <br /> <br />50 <br />Mr. Munson briefly reviewed the mailed letters and brochures explaining the overall NEP and <br />51 <br />including information on how and where to store those containers; but noted that this <br />52 <br />continued to be a common problem, but difficult to enforce. <br />53 <br /> <br />54 <br />Mr. Trudgeon further noted that inspection staff did not physically enter onto a property, and <br />55 <br />to further enforce the issues would take considerably more resources than currently available. <br /> <br />
