Mr. Trudgeon discussed the calculation rates for violations and various categories <br />2 <br />based on the number of violations found per inspected unit as a beginning methodology that he <br />3 <br />suspected would need revision before being implemented. Mr. Trudgeon advised that staff <br />4 <br />continued to communicate with other communities that had successfully implemented similar <br />5 <br />models; advising that this program is typical of the forms currently used by many of those <br />6 <br />communities. <br />7 <br /> <br />8 <br />s <br />9 <br />appreciation to Lisa Peilen, Director of Municipal Affairs with the Minnesota Multi-Family <br />10 <br />Housing Association for her assistance and coordination with what would work for their <br />11 <br />members. Mr. Trudgeon noted the intent to continue keeping the public process intact with <br />12 <br />Roseville property owners and residents, as well as the Association for their member input. <br />13 <br /> <br />14 <br />At the request of Chair Maschka, Ms. Kelsey reviewed the modeling for four (4) informational <br />15 <br /> to make <br />16 <br />property owners better, and advised that staff would ultimately rely on input from those <br />17 <br />property owners for what they educational resources they needed, with the City serving to <br />18 <br />facilitate coordination of that information and potential presenters. Ms. Kelsey noted that <br />19 <br />many times property owners needed more information on how and when to evict problem <br />20 <br />tenants, and proper documentation to do so. Ms. Kelsey advised that the intent was to engage <br />21 <br />property owners and help them develop relationships with City staff and the Police <br />22 <br />Department, with the HRA serving as the resource to help them become better property <br />23 <br />owners. <br />24 <br /> <br />25 <br />At the request of Chair Maschka, Ms. Kelsey reviewed how a property owner would become <br />26 <br />certified for the crime-free program, with a potential for additional HRA involvement to <br />27 <br />provide additional resources needed by the Police Department to take that on, with certification <br />28 <br />usually done on a quarterly basis. Ms. Kelsey advised that this was one of the efforts by staff <br />29 <br />to communicate with other communities beyond Roseville, including cooperative certification <br />30 <br />31 <br />Community Relations Coordinator, Corey Yunke. <br />32 <br /> <br />33 <br />Mr. Trudgeon concurred, noting that such a program could be beneficial to all parties, with <br />34 <br />crime data coordinated with the City Police Department serving as a liaison between the City <br />35 <br />and property owners. <br />36 <br /> <br />37 <br />At the request of Chair Maschka, staff clarified that with inspections done every three (3) years <br />38 <br />for particular property levels, a random 35% sample would be inspected, while the initial <br />39 <br />inspection would involve 100% of the units. <br />40 <br /> <br />41 <br />Member Willmus brought up the recent Supreme Court acceptance for review of a court case <br />42 <br />with the City of Red Wing, MN and their rental inspection program, and questioned the status <br />43 <br />of that pending lawsuit and how it may affect such a program in Roseville. <br />44 <br /> <br />45 <br />Lisa Peilen, Director of Municipal Affairs with the Minnesota Multi-Family Housing <br />46 <br />Association <br />47 <br />With the permission of Chair Maschka, Ms. Peilen briefly summarized the action initially filed <br />48 <br />by property owners and some tenants of rental properties in Red Wing, MN challenging the <br />49 <br />constitutionality of rental property inspections. Ms. Peilen opined that she anticipated appeals <br />50 <br />no matter the ruling, and suggested that final resolution could have a lengthy timeframe. <br />51 <br /> <br />52 <br />53 <br />presentation, opining that such a program would not prove burdensome to the majority of good <br />54 <br />property owners/managers in Roseville.
