HRA Meeting <br />Minutes Tuesday, February 19, 2013 <br />Page 6 <br /> <br />1 <br />In reviewing the 1998 guidelines, Member Masche noted the considerable wisdom of the City <br />2 <br />Council at that time in developing those guidelines, since it continued to meet the current <br />3 <br />intent/plan. Member Masche suggested the amount of the low-interest loan, currently $10,000 <br />4 <br />in the HRP guidelines may need revised given current economics, but noted the relevance of <br />5 <br />sustainability guidelines. Member Masche noted that the guidelines provide considerable <br />6 <br />flexibility; and clarified with staff that each request would come before the HRA for individual <br />7 <br />review. <br />8 <br />position. <br />9 <br /> <br />10 <br />Ms. Kelsey noted that each individual request would be reviewed by the HRA, similar to <br />11 <br />previous City Council reviews, providing for a progressive program, with code compliance a <br />12 <br />goal in addition to targeting lower valued homes knowing they were substandard properties, <br />13 <br />approaching homeowners to incent them to raise that valuation. <br />14 <br /> <br />15 <br />At the request of Chair Maschka, Ms. Kelsey advised that the $10,000 demolition provision <br />16 <br />should be sufficient, as typical demolitions currently ranged from $8,000 - $15,000 depending <br />17 <br />on the size, mitigation requirements (e.g. asbestos or lead), basements or type of foundation. <br />18 <br /> <br />19 <br />Member Willmus suggested this may be a good time to review exterior home design materials <br />20 <br />sion. <br />21 <br /> <br />22 <br />Member Majerus suggested incorporating current options and resources available to encourage <br />23 <br />green initiatives. <br />24 <br /> <br />25 <br />Staff duly noted suggestions, and advised they would plan to bring a revised document to the <br />26 <br />April HRA meeting for further review and subsequent adoption of an amended program. <br />27 <br /> <br />28 <br />Ms. Kelsey referenced a rental property on the west side of Roseville consisting of a <br />29 <br />30 <br />current property owner, who has expressed interest in getting out of the rental business. Ms. <br />31 <br />Kelsey suggested the HRA continue to work with the property owner by making <br />32 <br />recommendations to make sure he is aware of resources available to address those types of <br />33 <br />situations. <br />34 <br /> <br />35 <br />Member Masche suggested marketing the program on the website if the HRA decided to <br />36 <br />continue the program; with Ms. Kelsey responding that one staff recommendation would be <br />37 <br />not to limit the program to builders, but for homeowners also as an added value. Ms. Kelsey <br />38 <br />noted that builders controlling lots in Roseville at this time were reluctant to build a rambler, <br />39 <br />while homeowners may prefer a rambler for sustainability and green construction options. <br />40 <br /> <br />41 <br />While understanding the original rationale to keep younger families in Roseville through <br />42 <br />having room to grow with additional bedrooms, Chair Maschka opined that he remained <br />43 <br />unsure about the number of bedrooms required for a current program, but otherwise saw no <br />44 <br />major revisions needed. However, Chair Maschka recognized that those homes needed to <br />45 <br />remain compatible to others in the neighborhood. <br />46 <br /> <br />47 <br />As an example, Ms. Kelsey addressed the recent Green Awards winner who did just that by <br />48 <br />building 3 bedrooms, with an optional fourth bedroom in the basement by building an egress <br />49 <br />window in current construction. Ms. Kelsey noted that an internal staff committee, the Design <br />50 <br />Review Committee (DRC), was always involved in reviewing any projects with city <br />51 <br />involvement to determine whether it would work in a particular neighborhood (e.g., height), <br />52 <br />and suggested that DRC review be made part of the HRC as well. <br />53 <br /> <br />54 <br />Chair Maschka opined that the program looks like a good start, if additional revisions could be <br />55 <br />incorporated to build sustainability while retaining good quality. <br /> <br />
