REQUEST FOR HRA ACTION <br />Date:04-16-13 <br />Item No: 9b <br />Staff Approval:Agenda Section: <br />Action <br />Item Description:Multi-Family Rental Housing Licensing(HF_0113) <br />Requested Action <br />1.0 <br />The RHRA should review and discuss the updated outlinefor a Multi-Family Rental Housing Licensing <br />program. <br />Background <br />2.0 <br />At the joint meeting with the City Council on March 11, 2013, the RHRA presented an outline of a <br />Multi-Family Rental Housing Licensing program. Based upon that meeting and the open house for <br />th <br />rental propertyownersheld on November 20,2012and staff meeting with Brooklyn Center on March <br />19, 2013,staff has updated the attached program outline for discussion with the RHRA. <br />The intent of the rental licensing program would be toincentivize multi-family property ownersto <br />maintain safe and healthy living accommodations. The proposed programwould cover buildings with <br />fiveor more units and will require the properties to be licensed with the City. The program will require <br />inspections ofthe rental properties anddepending on the classification of the rental property licensea <br />schedule for reinspection will be determined.The program will also require attendance by property <br />owners to attend educational programs hosted by the City. <br />The intent would be to require licensing of Multi-family Rental properties in 2014. The inspections will <br />be conducted by third-party inspectors, with the property owners paying for the costs of inspections. <br />RHRA, CommunityDevelopment, and Police Departmentstaff are still working on many of the details <br />and would plan on implementing the crime free requirements in 2015. <br />Staff Recommended Action <br />3.0 <br />RHRA should review the attached program outline in detail at the meeting and provide feedback to staff. <br />If RHRA board is satisfied with this outline of a programthe RHRA should make recommendation to <br />start drafting an ordinance to bring back to the RHRA. <br />Prepared by: Jeanne Kelsey(651-792-7086)Attachment A: Multi-Family Rental Licensing <br />RHRA_ Agenda (4-16-13)-Page 1of 1 <br /> <br />
